PROBLEM TO BE SOLVED: To provide a heat-resistant non-adhesive painted metal plate suitable for a heating cooking utensil, which improves thermal conductivity by the dispersion of diamond particles on a coating film.;SOLUTION: The heat-resistant non-adhesive coating film 10 in which diamond particles 12 and a grainy fluorocarbon resin 13 are dispersed, and its surface is covered with a fluororesin thin film 11 is provided directly or via a basecoat coating film 15 on an underlying metal plate 16. The fluororesin thin film 11 is derived from heat melting fluororesin particles combined to a coating, and the remainder of the heat melting fluororesin particles turns to the grainy fluororesin 13.
