PPROBLEM TO BE SOLVED: To provide a method and device for filling molding material capable of reasonably molding a high-quality spherical core at a high yield, as a means for manufacturing a pebble bed type fuel. PSOLUTION: Coated fuel particles B and matrix material c1 are prepared as materials for molding the spherical core C of the pebble bed type fuel D. A forming die 1 having a material inlet 4 in its upper part is held and rotated in a tilted shape. Each molding material is supplied to a spherical molding space 2 of the forming die 1 rotating in the tilted state via a tilted material supply guide 51 in the range from the outside of the forming die to the inside of the forming die. When each molding material is supplied to the spherical molding space 2 via the material supply guide 51, these molding materials are rotated, stirred and mixed by a rotary stirring means (stirring member 64) having a length from the material supply guide to the spherical molding space 2.
