PROBLEM TO BE SOLVED: To realize the efficiency of fitting work by simulating control content at operation from a central point of steering.;SOLUTION: A steering condition data production part 80 produces the steering condition data at operation from the central point of steering. A torque signal, a vehicle speed signal and an angle signal corresponding to the steering condition data are produced. Further, an angular velocity, an angular acceleration and a torque differential value are determined. A control value by a basic assist control operation part 91 and control values of compensation control by a plurality of compensation control parts 92-95 are operated based on these respectively. The total of these is determined by an addition operation part 96 and the final control value is produced.
