PROBLEM TO BE SOLVED: To notify an ETC processor 4 of the condition of an on-vehicle ETC unit 1 causing incompletion of the reading of IC card information and the information of an application which is being executed at that time in a system where the ETC processor 4 and the on-vehicle ETC unit 1 communicate with each other.;SOLUTION: In the radio communication of the on-vehicle ETC unit 1 and the ETC processor 4, when the on-vehicle ETC unit 1 has not completed reading of IC card information for transmitting the information of the IC in transmission of the IC card information (step 230), the on-vehicle ETC unit 1 transmits data showing ETC as the type of functions to be achieved in the radio communication and the detection data of the condition of the one's own device causing the incompletion of the IC card reading to the ETC processor 4 while including those data in one Application List type data in VST information when starting communication (steps 250, 260).;COPYRIGHT: (C)2007,JPO&INPIT
