PROBLEM TO BE SOLVED: To provide a cutting method used as precise machining technology and a cutting device, enabling machining with high accuracy in a short time in cutting using a tool such as a cemented carbide drill or cemented carbide or cBN ball end mill.;SOLUTION: According to this cutting method, the tool rotates an apparent electrode at high speed, an insulating fluid with a viscosity ranging from 3000 to 10000 mm²/s is disposed between the electrode and a workpiece, and low-frequency alternating high voltage is applied between the tool and the workpice to apply Coulomb force to the insulating fluid, whereby while the insulating fluid is controlled and disposed in the contact position between the workpice to which machining pressure is applied and the tool, the tool is rotated at high speed to perform machining.;COPYRIGHT: (C)2006,JPO&NCIPI
