PROBLEM TO BE SOLVED: To provide a test question creating system for preventing unjustness, capable of creating a test paper for preventing unjustness such as cheating by an examinee at the time of test, by a simple operation.;SOLUTION: The system comprises; a terminal device equipped with a question data creating means in which a plurality of questions are prepared and a designation frame surrounding each question is set and a question data of the test question to which a correction data of each question is attached is created, and a question data storing means for storing the question data; and an output device for forming the test question to recording paper. The terminal device is equipped with a designation frame exchange means for arbitrarily exchanging an order of a region surrounded by the designation frame and deletes the designation frame and creates processed question data of the test question and a processed question data storing means for storing the processed question data, and the output device forms the test question for preventing unjustness on the recoding paper based on the processed question data storing means.;COPYRIGHT: (C)2006,JPO&NCIPI
