PROBLEM TO BE SOLVED: To provide a system for keeping the quality of an important conference by securing the communication band of the important conference in preference to that of another conference concerning a conference system by which a plurality of TV conferences are convened on the same network.;SOLUTION: A display device 11 having a server function and communicable with a plurality of display devices via the network includes: a storage device 21 for storing priority which corresponds to the network usage environment of each display device and stores the conference priority of one's own group to which an own device belongs; an acquiring means for acquiring the conference priority of the other group different from the one's own group from the display device 11 belonging to the other group; and a determining means for determining a communication amount between the display devices 11 in each group in response to the conference priority of the one's own group and that of the other group.
