PPROBLEM TO BE SOLVED: To provide ultra-high strength fiber-reinforced mortar or concrete which has improved flowability (workability) and exhibits high bending strength even when a smaller amount of metal fiber is used and in which fine aggregate used in general ready-mixed concrete can be used. PSOLUTION: An ultra-high strength fiber-reinforced cement composition contains cement, silica fume, coal gasification fly ash, gypsum, and the metal fiber and is characterized in that the mass ratios of the silica fume and the coal gasification fly ash are 95-50 and 5-50, respectively. The ultra-high strength fiber-reinforced mortar or concrete contains fine aggregate in the cement composition. The ultra-high strength cement admixture contains silica fume, coal gasification fly ash, and gypsum as main components and is characterized in that the mass ratios of the silica fume and the coal gasification fly ash are 95-50 and 5-50, respectively.
