PROBLEM TO BE SOLVED: To provide a topographical map creating method and a topographical map creating system for creating a digital orthophoto satisfying required accuracy with ease and at low cost.;SOLUTION: The topographical map creating method 100 is constituted of processing by a digital orthophoto creating section A and processing by a numerical geographical model creating section B. In digital orthophoto creating processing 4, by using the numerical geographical model obtained through the processing by the numerical geographical model creating section B, the aerial photo conducted by an aerial triangulation process 3 is converted into a digital orthophoto. After performing processing of inspection (primary) 5, modification 6, color tone correction 7, inspection (secondary) 8, and final adjustment 9 to the digital orthophoto, result completion 10 is achieved.
