PROBLEM TO BE SOLVED: To solve the problem of narrow-band radio communication conducted between a road and vehicles wherein a method for using an ID imparted to each on-vehicle narrow-band radio communication device when it is desired to identify a particular vehicle and send information thereto requires the ID of each vehicle to be detected in front of an intersection if it is desired to identify vehicles that approach the intersection according to their directions of travel and to send difference pieces of information to the vehicles, thus requiring extra equipment for preliminary detection.;SOLUTION: The on-vehicle narrow-band radio communication device 100 includes a vehicle information input device 40 for inputting vehicle operating status data 110 including direction of travel, vehicle speed, braking, indicators and the like, and a voice playback/display device 30 for playing back or displaying the information transmitted. Coded information indicating the vehicle operation data of the vehicle to which the information should be distributed is received from a road-side narrow-band radio communication device 200, together with the information distributed.
