PPROBLEM TO BE SOLVED: To provide a soil cement column wall which can be inexpensively constructed in a short period of time and can be used in place of a foundation pile near the outer periphery of a building, and a foundation structure using the soil cement column wall. PSOLUTION: Wall pile sections 15 reaching the depth of a bearing stratum 23 are provided at proper intervals on the soil cement column wall 10. High-strength soil cement 19 is used as soil cement near the lower end of the wall pile section 15, and H-shaped steel 12 is horizontally and firmly bound by means of a steel plate 13.
