PROBLEM TO BE SOLVED: To provide a traffic flow data predicting device and method for easily predicting accurate traffic flow data.;SOLUTION: A prediction destination/prediction origin date data extracting means 6 extracts the same time and data before and after that on the same date or time attributes for a future prediction destination date and the same time and data before and after that on the same day or time attributes for the present prediction origin date by tracing back with a time difference between the future prediction destination date and the current prediction origin date.
