PROBLEM TO BE SOLVED: To provide a flow evaluation method, a flow evaluation device, and a flow evaluation program of a medium having flow behavior that can evaluate the flow of diversified media having flow behavior containing powder.;SOLUTION: In the method for evaluating the flow of the medium having flow behavior, the flow of the medium having flow behavior containing powder is evaluated by using electromagnetic waves that are transmitted through at least one type of tracer differing from the medium having flow behavior and the medium having flow behavior and are absorbed by at least one type of tracer. The device for evaluating the flow of the medium having flow behavior includes a means for executing the evaluation method of the flow of the medium having flow behavior.
