PPROBLEM TO BE SOLVED: To perform fermentation treatment and composting treatment of an object to be treated such as excreta without causing environmental pollution by efficiently utilizing the object. PSOLUTION: For effectively utilizing the object to be treated such as excreta produced from a barn 10 and fresh articles exhausted from business, and for subjecting liquids among the objects to be treated to clarification treatment if necessary, the effective utilization system is composed of: a stirring storage tank 11 for storing low-moisture-content solids among the objects to be treated; a squeezing machine 14 for squeezing the low-moisture-content solids; a fermentation tank 16 for fermenting the squeezed liquid, and generating combustible gas; a power generator 19 driven using the combustible gas; a liquids storage tank 12 for storing liquids among the objects to be treated and diluting the low-moisture-content solids; composting facilities 13 capable of composting the separated solids, liquids and digested liquids; and clarifying facilities 20 capable of subjecting the liquids to clarifying treatment.
