PPROBLEM TO BE SOLVED: To provide a highly accurate evaluation method and evaluation apparatus for flow property free from individual differences, and to manufacture and stably produce toner which is free from problems in toner conveyability in spite of a change in a compacted state and which enables high image quality to be obtained at all times with good reproducibility by using such evaluation method and evaluation apparatus. PSOLUTION: The electrostatic charge image developing toner is prepared by packing the powder obtained by attaching or firmly fixing an additive to the surface of a powder of 0.88 to 0.05 in average circularity composed of at least a resin and a pigment in a container and putting the same into a compacted state beforehand, then regulating the relation between the torque T generated when a conical rotor is infiltrated under rotation down to a depth 20 mm at an infiltration speed 5 mm/min into the powder phase in the vessel and a porosity ε so as to satisfy T÷ε=-20 to -10 mNm.
