PROBLEM TO BE SOLVED: To provide a creep preventing rolling bearing and a creep preventing rolling bearing device, simply performing assembling without any influence upon the fitting surface of an outer ring and a housing, and fully exhibiting the performance of releasing expansion and contraction of a shaft and the creep preventing performance.;SOLUTION: This device includes an outer ring 12 having a circular flange 16 forming a first outer peripheral surface 12a on one end side in the axial direction, and projected in the radial direction from the first outer peripheral surface 12a on the other end side in the axial direction to form a second outer peripheral surface 16a.
