PPROBLEM TO BE SOLVED: To provide a novel substance capable of sealing water in a limited area, and to provide various application usages on the basis of distinctive physical characteristics exhibited by the substance. PSOLUTION: At least two carbon pieces are arranged adjacently with a prescribed space, and water is laid in the space between the carbon pieces to adsorb the water into the carbon pieces. The carbon pieces are activated therein by adsorbing the water, and a practical device such as a gas sensor, a pressure sensor and a molecular sieve is provided using formation of a gas hydrate by reaction of gas in a prescribed gas atmosphere with the water in the space, when arranged in the prescribed gas atmosphere.
