PPROBLEM TO BE SOLVED: To provide a system where a non-contact type sensor that performs fixed point observation of the level of the sea surface, namely tidal level, for a long time and does not disturb the travel of a vessel navigating on the ocean accurately reports the tidal level information 24-hours per day in real time, and issues an alarm in all parts of the shore when an abnormal tidal level is detected. PSOLUTION: The abnormal increase of the tidal level is detected by two or more facing infrared laser pulse transmitters A installed in fixed-point positions on the ocean and their receivers B. The measured level is transmitted from telemeter transmitters installed at points A and B to a base station 2 above the ground, and alarms and information are transmitted from a computer installed in the base station to a satellite 1 and various places 3, 4 and 5 of the shore in real time round-the-clock for a long time.
