PROBLEM TO BE SOLVED: To provide a fixing device (a support device of a bank structure) of a tubular flexible film expansion bank body, stably fixable, and being stacked in a multistage shape in response to a degree of swelling.;SOLUTION: This fixing device 1 has a basic fixture 3 of a bank body 2, a fixture 4 for the extension of the bank body 2, and a fixing belt 5 of the bank body 2. The fixture 3 has a bottom wall part 21 having a belt installing part 25 in a water side end part 26 and supporting the bank body 2, a side wall part 22 having a rising belt installing part 32 from a land side end part 27 of the bottom wall part 21, and an upward engaging part 28 of a lower part on the land side of the side wall part 22. The fixture 4 has a bottom wall part 41 having a downward engaging object part 47 engageable with the engaging part 28 in a water side end part 46 and supporting the bank body 2, a side wall part 42 having a rising belt installing part 56 from a land side end part 49 of the bottom wall part 41, and an upward engaging part 51 formed in a lower part on the land side of the side wall part 42 and in the same as the engaging part 28.
