PPROBLEM TO BE SOLVED: To attain secured and efficient indication value recognition corresponding to the type of a meter or various state changes. PSOLUTION: This system consists of a threshold specifying part 114 which generates a correction histogram with ranges cut at predetermined pixel value or smaller and at predetermined pixel value or larger for each pixel constituting a pickup image of scale indication based on the histogram showing the number of pixels of each pixel and specifying a binary threshold value by applying a discrimination analysis method to the correction histogram, a binary image generating part 115 for binarizing the pickup image by binarizing the pixel value using the binary threshold value and generating a binary image, and an indication value specifying part 118 for specifying a scale indication value of the meter based on the image of scale indication in the binary image.
