PPROBLEM TO BE SOLVED: To prevent expensive data communication fee from being charged caused by abnormal data communication generated due to the program runaway resulted from the bug of an application or the like. PSOLUTION: This data communication management system is provided with: a means for registering data communication quantity and/or data communication frequency being a threshold for detecting the generation of abnormal data communication included in a downloaded application program and the unit time of count in a management table; a means for counting the data communication quantity and/or data communication frequency of the terminal of a traveling object by using the designated unit time as a unit; a means for detecting the generation of abnormal data communication by comparing the counted data communication quantity and/or data communication frequency with a threshold registered in the management table; and a means for regulating data communication when the generation of abnormal data communication is detected.
