PROBLEM TO BE SOLVED: To allow a personal learning provider, a teacher, or an instructor to determine a growth level of a learner from achievement and a learning property of the learner according to a learning purpose to provide a learning material and a learning menu via the Internet.;SOLUTION: This system for creating and providing a learner personal learning plan supports the teacher to personally offer a learning material suitable for the learner property according to the change in a learning steps to the learner having a clear goal. This system is constructed of an access server connected to a communication network, a learning menu web server electrically connected to the access server, and a learner personal learning menu creation server electrically connected to the learning menu web server.
