PROBLEM TO BE SOLVED: To transmit transmission files in order of reception while ensuring parallel transmission file creation processing on received files.;SOLUTION: A file mediation system 1 comprises a sequence number assignment part 10a for assigning sequence numbers to received files received from sender terminals 50 in the reception order of the received files, a processing state management table 22 for storing the sequence numbers of the received files in association with end flag states of "transmission file creation processing" on the received files, a transmission flag processing part 40a for checking whether or not "transmission file creation processing" on the received files that are assigned numbers smaller than the sequence number of the received file that is the source of a transmission file can be ended, according to the end flag states of "transmission file creation processing" on the received files, to determine whether or not the transmission file can be transmitted, and a transmission processing part 40b for transmitting transmission files allowed to be transmitted in sequence number order.;COPYRIGHT: (C)2006,JPO&NCIPI
