PPROBLEM TO BE SOLVED: To reduce the number of bit cells per an information word and to prevent reduction of the number of specific bit combination. PSOLUTION: This apparatus has a state generating means generating a code state at the time of outputting code words by a converter, and the generating means is constituted so that it generates a first type code state decided by a group corresponding to each of output code words belonging to a first type group, on the other hand, it generates a second type code state decided by a group corresponding to each of output code words belonging to a second type group, also information words corresponding to the output code word, a m/n bit converter has a means selecting a code word corresponding to the information word out of a group of code words depending on a encoding state, each group of code words belonging to the second type encoding state does not include commonly a cord word, thereby, a plurality of information words can be related to the same code word of the second type group, and each information word in these information words can be distinguished by detecting each group to which succeeding code words belong.
