PPROBLEM TO BE SOLVED: To provide a phosphate treatment apparatus which can save washing water necessary for phosphate-treating steel sheet and a treatment liquid for forming a phosphate film without installing a large-scaled facility, and can reduce a running cost. PSOLUTION: This phosphate treatment apparatus comprises: a phosphate treatment solution circulation tank 5 which accommodates the treatment liquid for forming the phosphate film; a phosphate treatment tank 2 for forming the phosphate film on the steel sheet by using the treatment liquid for forming the phosphate film supplied from the phosphate treatment solution circulation tank 5; a rinse tank 4 for rinsing the steel sheet having the phosphate film formed thereon in the phosphate treatment tank 2; and a rinse tank 3 for recovering the treatment liquid, which is installed between the phosphate treatment tank 2 and the rinse tank 4, collects the rinse water having washed the steel sheet in the rinse tank 3, and returns the recovered rinse water of an untreated state to the phosphate treatment solution circulation tank as make-up water.
