PPROBLEM TO BE SOLVED: To provide a basement ventilation system which can secure a sufficient air circulation amount at the corner section of a basement with easily accumulated moisture, and a building with the basement. PSOLUTION: In the basement ventilation system for discharging air to the outside via a space 36A by using a plurality of ducts 22, 24, 26 and 28, intake openings of the plurality of ducts are arranged at the corner sections A, B, C and D of the basement 10. The space 36A (a space which is enclosed with heat insulating materials and an inner wall section arranged inside them, when the heat insulating materials 12A, 14A, 16A and 18A are provided inside concrete structure wall sections) is enclosed with the concrete structure wall sections 12, 14, 16 and 18 which constitute the basement 10, and inner wall sections 12B, 14B, 16B and 18B which are arranged inside the wall sections 12, 14, 16 and 18.
