PPROBLEM TO BE SOLVED: To surely select a net/wiring to be changed in layout preferentially in order to improve delay and also to efficiently resolve critical paths. PSOLUTION: A network/wire selection method of selecting net/wiring to be changed in layout preferentially in order to improve delay, out of net/wirings wired on the basis of layout information includes: a wiring capacity lower limit calculation step S20 of calculating a wiring capacity lower limit of each wiring on the basis of layout information; an inter-wiring capacity calculation step S21 of calculating differences between actual wiring capacities and the wiring capacity lower limit as inter-wiring capacities; a parallel wiring length extraction step S22 of extracting parallel wiring lengths of respective wires and adjacent wires on the basis of layout information; and selection steps S23 and S24 of selecting a network/wire to be changed in layout, on the basis of inter-wiring capacities, parallel wiring length, and slack values.
