PROBLEM TO BE SOLVED: To provide a gateway device capable of measuring a round trip delay value independently of RTCP (RTP Control Protocol) by minimizing the influence to an RTP (Real-time Transport Protocol) stream to be measured.;SOLUTION: An overlap creation instructor 17 sends a starting instruction to a packet transmission unit 13 and an overlap detector 16 by a measurement starting instruction from the outside through an external interface 11. The overlap detector 16 acquires the time of a timer 15, and informs the outside of time difference through the external interface 11 when the overlap creation instructor 17 is being started, and when the overlap creation instructor 17 is being started and a packet having the same sequence number as the RTP packet that has been already received arrives at a packet receiver 12.
