PPROBLEM TO BE SOLVED: To provide an unauthorized content user terminal specifying apparatus capable of specifying an unauthorized secondary distributer of the content (an unauthorized user terminal) even when a secondary distribution accompanied by time delay is conducted with communication costs suppressed at an environment where real-time secondary content distribution is conducted and capable of suppressing a load on an operation in a CPU (Central Processing Unit); and to provide its program and its method.
