PROBLEM TO BE SOLVED: To provide a flexible sheet-like heating element which is superior in waterproofing, insulation, and bending performance and in which occurrence of expansion deformation of the sheet-like flexible heating element is prevented.;SOLUTION: The flexible sheet-like heating element 10 comprises a sheet-like conductive non-woven fabric 1 made of a non-woven fabric constituent base material and a conductive fabric, and a belt-like electrode 3 crimped on one side of the sheet-like conductive fabric 1. The electrode 3 adhers to the sheet-like conductive non-woven fabric 1 by a conductive adhesive 2.
