PROBLEM TO BE SOLVED: To grasp and manage user's viewing and listening quality in an integrated fashion and besides analyze a cause of degradation in viewing and listening quality to allow the degradation to be prevented in advance.;SOLUTION: By tracing control signals between a streaming delivering device 1 and a user's device 2, an information collecting device 3 detects TCP session information, a contents delivering band and a buffer size of the user's device 2 and monitors streaming packets on the TCP session detected to detect the actually measured delivering band and the TCP's retransmitted number. Thus, the information collecting device 3 estimates each user's viewing and listening quality based on the contents delivering band, the buffer size of the user's device 2 and the actually measured delivering band.
