PROBLEM TO BE SOLVED: To provide a video conferencing system and method efficiently advancing a conference in the video conference advancing the conference by mutually transmitting and receiving the signals of voices and images by a plurality of video conferencing terminal devices among multi-points through communication lines such as an internet.;SOLUTION: A chairman is given the priority of a speaking while the chairman can designate the speaking to other video-conference participants. An operation-ship rewriting a common image plane such as materials used for the video conference is given preferentially to the chairman while the chairman can designate an operation to other video-conference participants.
