PROBLEM TO BE SOLVED: To reduce the burden on a center device by allowing a terminal device to share part of processing which is performed by the center device in a conventional technique, with comparatively less traffic between the terminal device and the center device.;SOLUTION: The terminal device 1 is connected to the center device 2 via a communication line 4, and monitors and controls the operation status of a load device 3 in response to the contents of an instruction from the center device 2. The terminal device 1 causes a comparator 14 to compare the operating status of the load device 3 instructed from the center device 2 via a communication unit 11 with the operating status of the load device 3 acquired by an operation monitoring unit 12b. Only when the comparison results are not matched with each other at the comparator 14, the terminal device 1 changes the operating status of the load device 3 via an operation control unit 12a in accordance with an instruction from the center device 2.;COPYRIGHT: (C)2006,JPO&NCIPI
