PROBLEM TO BE SOLVED: To surely and efficiently agitate and mix soil and a solidification material in a triple agitating area which is formed of three rotating shafts.;SOLUTION: The rotating shafts 1a on both sides among the three rotating shafts 1 are rotated in the same direction, and the central rotating shaft 1b is rotated in the direction opposite to the rotational direction of the rotating shafts 1a, so that a series of agitating flows, where improved soil continuously flows throughout an agitating area, can be formed. A difference is made between improved soil pressures in the agitating area by making a difference between the amounts of the solidification materials supplied from the respective rotating shafts, so that a horizontal flow of the improved soil in the agitating area can be accelerated. The amount of the solidification material supplied from the respective rotating shafts is changed with time.
