PROBLEM TO BE SOLVED: To perform an image processing by quickly measuring a fractal dimension. SOLUTION: An image converting means 1 converts a multi-level image I into a binary image Ia. An extracted image generating means 2 generates an extracted image Ib from the binary image Ia. A resolution conversion image generating means 3 sets resolution in the extracted image Ib, and generates plural resolution conversion images. When at least one of adjacent pixels constituting the resolution conversion image in a low order hierarchy is a high luminance value, a luminance value setting means 4 sets the luminance value of the resolution conversion image in a corresponding high order hierarchy as the high luminance value, and when all the adjacent pixels are low luminance values, the luminance value setting means 4 sets the corresponding luminance value as a low luminance value. A high luminance pixel number calculating means 5 calculates the number of high luminance pixels for each resolution conversion image. A fractal dimension measuring means 6 calculates the inclination of a graph generated by plotting the number of high luminance pixels as a fractal dimension. A fractal dimensional image displaying means 7 displays a fractal dimensional image.
