PPROBLEM TO BE SOLVED: To enable operators operating other control rods, even with a failure in an electrical system of a control rod without leading to plant termination. PSOLUTION: A normal response detector 201 is provided to a device for continuously detecting each electromagnetic valve in turn, as to whether a particular control rod can be operated normally following an operation command to all electromagnetic valves 171, has a control rod drive response panel 200 for inserting/withdrawing individual control rods 102 of a reactor 100, by way of the independent electromagnetic valves 171 and a control rod drive control panel 300 for sending a drive command of the control rods 102. The device also comprises a master clock termination part 302 for immediately terminating the master clock 301, when detecting electromagnetic valves 171 having errors, an electromagnetic valve system alarm part 405 for issuing an alarm, and a master clock control part 303 for generating a command for the restart of operating the master clock 301 and controlling so as not to cause termination of the master clock 301, due to the response abnormality of the electromagnetic valves 171.
