PROBLEM TO BE SOLVED: To provide a new technique for reducing the quantization error of decoded video by estimating the quantization error of the decoded video and correcting a decoded signal on the basis of the estimation when constitution for encoding an object block by determining a prediction mode for the object block among a plurality of prediction modes is employed.;SOLUTION: When the decoded signal is generated, a prediction mode is re-searched for by the same method as a method used for encoding, and the prediction mode used for the encoding and the prediction mode of a re-search result are compared with each other. When the prediction modes are changed, the difference between prediction signals of both the prediction modes is found, and a predetermined correction coefficient and a correction coefficient varied with the distance from the decoded signal to the boundary between both the prediction modes are used to generate a correction signal on the basis of the products of the difference signal and correction coefficients.
