PROBLEM TO BE SOLVED: To provide a plate fin attached to the inside and outside of a heat transfer tube, and a multitubular heat exchanger provided with at least one heat transfer tube internally provided with the plate fin, which can be applied to a cooling device with superior cooling efficiency, flexibly corresponding to various conditions of a fluid even with a simple structure and easy machining, promoting an efficient heat exchange function with respect to the fluid, and capable of corresponding to a wide range of fluids.;SOLUTION: The plate fin for fluid agitation is attached to the inside and outside of the heat transfer tube, and it is for causing agitation action of a turbulent flow or an vortex flow with respect to the fluid comprising a medium to be cooled or a cooling medium communicated through the inside and outside of the heat transfer tube.
