PROBLEM TO BE SOLVED: To predict occurrence of a decisive scene in a television program such as a sport program that is dynamically changed and to inform a user of the occurrence so as to realize channel switching in a short time.;SOLUTION: A broadcast station control apparatus 3 is provided with a schedule DB 31 that assigns a scene ID corresponding to types of decisive scenes predetermined to each television program and stores each scene ID in association with a flag. When it is discriminated in the DB 31 that the decisive scene is generated just after the moment, the broadcast station control apparatus 3 informs the server 2 about program information, and the server 2 generates and transmits advance notice mail of the decisive scene on the basis of the program information.
