PROBLEM TO BE SOLVED: To realize packet transmission control that enables spoken contents to surely be transmitted even if a burst packet is lost when two-way speech packet communication wherein a real-time response is important is carried out.;SOLUTION: A frame number, an encoded series, a speech section identifier indicating a speech section or non-speech section, and a speech section start frame identifier indicating the head frame number of a speech section start frame are recorded in advance. The speech section start frame identifier is generated by finding a value indicating the start frame of the speech section that each frame of the speech section belongs to from the speech section identifier for the frame. When burst loss is generated, the frame number of the head frame of the speech section that a frame to be resent belongs to is found from the speech section start frame identifier.
