PROBLEM TO BE SOLVED: To reduce an error in movement prediction without expanding a hardware size.;SOLUTION: The image compression coding apparatus comprises reverse gamma processing sections 35, 36, and 37 for allowing an RGB three-primary- color signals to be subjected to reverse gamma processing, and a matrix conversion section 38 for allowing the RGB three-primary-color signals that have been subjected to the reverse gamma processing to be subjected to matrix conversion and for converting the RGB three-primary-color signals to a luminance signal.
