PROBLEM TO BE SOLVED: To improve service to users and to reduce the work burden of a clerk in charge at a manned window by continuing to sell commutation tickets even when change is in short.;SOLUTION: The amount of change computed on the basis of the amount of money paid by a user and the amount of money for the commutation ticket is recorded as charge money 43 in a data recording region of the commutation ticket 40 to issue the commutation ticket 40. In this way, even when the commutation ticket issuing machine is short of change, the change can be returned as data, so that there is no need to stop selling; also at a manned window, man-hours for giving the change in cash can be saved. The issued commutation ticket 40 is inserted in a station service apparatus such as an automatic ticket selling machine.
