PROBLEM TO BE SOLVED: To provide a retaining member for forming a slope greening base for reliably preventing a separation or slip-off of a vegetation base without imposing an intensive load burden on the slope, the retaining structure for forming the slope greening base achieved thereby and the slope greening method using the retaining structure.;SOLUTION: The retaining member for forming the slope greening base is composed in such a way that a thick-layered wire net 1 is extended over a surface of the existing slope 7 and fixed while a retaining fence 3 is placed in a contour-line pattern with its base end and also a hooking arm 35 connected to the thick-layered wire net 1. After defining its position to have the open angle of not more than 90° to the existing slope 7 from the horizontal plane of that spot, the vegetation base 6 to which the seeds are sprayed can be formed and firmly anchored.
