PROBLEM TO BE SOLVED: To provide a porous plate-shape carrier for growing seaweed seedlings, having a sufficient strength in its transferring work and installing work to each of the installation positions, and enabling the insertion and germination of the seaweed germ cells more reliable. SOLUTION: This porous plate-shape carrier for growing seaweed seedlings is formed by a hydraulic material consisting of cement and aggregates as main constituting materials and further 1-20 mass % fibrous filler (especially, a fibrous filler obtained by combining a neutral fibrous filler and an acidic fibrous filler) based on the total mass of the main constituting material.
