PROBLEM TO BE SOLVED: To promote the consolidation of a reclaimed soft and cohesive soil layer during reclamation.;SOLUTION: Such a plastic board material is used for a horizontal drain material 5, as used for vertical drain materials 3. The horizontal drain material 5 is covered and sealed with a soft and cohesive soil layer 10. A vacuum pump is used to apply negative pressure to the soft and cohesive soil layers 2, 10 via the horizontal drain material 5 and the vertical drain material 3 for compaction. If sealing effect on the soft and cohesive soil layer 10 might be blocked, a water-impermeable sheet is set on one side face of the horizontal drain material 5 to suppress water absorption from the soft and cohesive soil layer 10.;COPYRIGHT: (C)2002,JPO
