PROBLEM TO BE SOLVED: To provide a rotation drive shaft for a rolling out/rolling up reel of a film carrier tape for electronic component packaging wherein rolling out or rolling up is stably enabled and insertion and leaving of the reel are easy without damaging quality of the film carrier tape for electronic component packaging, and to provide rolling out/rolling up equipment using the shaft and supplying equipment.;SOLUTION: A balloon member 5 whose diameter can be enlarged with expansion by supply of air is arranged on the rotation drive shaft 3, expanded, and made to abut against the bearing part 4 of the reel 2, so that the reel 2 is fixed to the rotation drive shaft 3.
