PROBLEM TO BE SOLVED: To guarantee decision-making time for a request for execution of processing by a client.;SOLUTION: A control part 11 of a client terminal 1 transmits time Tc(1) at access time to an application server 3 via the Internet 2. A control part 31 of the application server 3 calculates a time limit Tc(Limit) of transmission based on remaining time ΔT to the limit of application processing calculated based on time Tc(1) at access time from the client terminal 1. The control part 11 of the client terminal 1 transmits decision-making time Tc(2) at request time for execution to the application server 3 when a user requests execution of application processing.
