PPROBLEM TO BE SOLVED: To provide a means for an autonomous body to efficiently store external characters used in other autonomous bodies in a census register information system. PSOLUTION: An autonomous body A client converts an external character code of an autonomous body B into an UDC (S701). If there is no external character code of the autonomous body A corresponding to the UDC in a permanent region (No of S703), and if it is for display or printing (Yes of S704), it is checked whether the external character code exists in a scratch region (S705). If the external character code exists (Yes of S705), processing is finished. If the external character code does not exist (No of S705), it is registered (S706). If the external character code exists in the permanent region (Yes of S703), processing is finished. If it is not for display or printing (No of S704), it is checked whether the external character code exists in the scratch region (S707).
