PROBLEM TO BE SOLVED: To provide a radio resource management method which does not inhibit the normal call setting in a radio base station device, and a radio resource management system thereof.;SOLUTION: When a resource re-arrangement trigger occurs, the re-arrangement processing corresponding to loads is executed by confirming a CPU use rate in the radio resource management of the radio base station device 1. By this, it is possible to execute the re-arrangement processing so as not to inhibit the normal call setting. In order to achieve this, a CPU use rate measuring part 3 of the radio base station device 1 measures the CPU use rate of the CPU for executing the call control.
