PPROBLEM TO BE SOLVED: To provide a bloodless blood sugar measuring device and method using millimeter waves capable of performing noninvasive and periodic blood sugar self-measurement more accurately and easily. PSOLUTION: In this bloodless blood sugar measuring device, a parallel plane plate having thickness and a refractive index to minimize an electric power reflection coefficient to millimeter waves generated from a millimeter wave band signal generator within a measuring frequency band, is provided at a terminal face of a TE10 mode rectangular waveguide so as to be located at the front edge of a measuring dielectric, and after incident waves transmitted to the parallel plane plate and measuring dielectric through the TE10 mode rectangular waveguide, and reflected waves from the parallel plane plate and the measuring dielectric, are detected through an electric power detector, a minimum power reflection coefficient and corresponding frequency are read from the incident waves and reflected waves.
